In the Matter of Xcel Energy's Petition for Approval of Large General Time of Day Service Customer and Large Peak Controlled Time of day Service Tariffs.
1. Should the Commission approve, reject, or modify Xcel Energy's proposed Large General and Large Peak Controlled Time of Day Service tariffs, associated rider revisions, and the Retail Customer Form Electric Service Agreement (ESA)?
2. Should the Commission approve, reject, or modify the Incremental Cost Test (ICT)?
3. Should the Commission limit the use of the ICT to an interim basis and instead address cost allocations for these new sub-classes through a traditional Class Cost of Service Study in a future general rate case?
4. Should the Commission set the demand size threshold for the new tariffs at 100 MW, or adopt an alternative threshold?
5. Should the Commission include additional criteria when determining tariff applicability?
6. Should the Commission modify the minimum ESA term length?
7. Should the Commission allow Xcel to remove the Plant Stratification process and shift more cost recovery to demand charges and less to energy charges?
8. Should the Commission modify the minimum billing demand and exit fee calculations?
9. Should the Commission treat super-large customers as a separate customer class rather than an incremental sub-class, and direct Xcel to allocate shared versus dedicated system resources accordingly?
10. Should the Commission determine that the Petition complies with the Commission's IRP Order and Minn. Stat. ? 216B.1622?
